Apparent contradiction cover in woods

These two statements appear to contradict each other: On p. 8: "Tanks completely within a Wood, and anything they shoot at, are in Cover.”
On p. 12: "Ignore terrain directly underneath the shooting tank (not the whole terrain piece) when determining if the target is in Cover.”
Which of these would state it better? If either the shooter or its target is in woods, the target gets the benefit of cover.
If the target is in cover, within or at the edge of woods, they get the benefit of cover.

The second rule allows tanks to poke their front out of a wood in order to have cover, but not grant it to their target.
