Asking normally got me no where
If a tank with blitzkreig does not have a reroll to perform can it use its blitzkeig?

Does not have a re-roll to do what? and how would that in any scenario link to Blitzkrieg?
Blitzkrieg is a special move during the command phase that is an alternative to attempting to repair. Some Upgrade cards let you do both, repair AND make said move.
Not sure if this answered your question?!
PS: after reading this again, could it be that you are mistaking re-roll with repair roll? these are two very different things, and in that case: yes, you may make Blitzkrieg moves if you have no damage to repair. this move is intended to give German tanks a mobility bonus during the first turns of the game.
