For the rule “A tank can never roll more than six Defence dice.”
QUESTION:
Is this determined before or after the step “Reduce the pool of Defence dice…”?

The hard limit of 6 defence dice is applied AFTER all other modifiers.
Note that the rule states, "A tank can never roll more than six defence dice." It's the act of rolling that is limited, not the building of the dice pool.
