Having not played FoW for a very long time. And this being a 3x3 tabletop, how much scenery does everyone plan on using in their games?

I think about six to ten roughly house sized buildings with some trees thrown about should give you enough LoS blocking/cover providing terrain to make it a good battle. Though it really comes down to what you want to represent: small village; dense urban; something in between. Remember the 3'x3' table is the equivalent of 300' x 300' real world. To give you a visual of that...

Was planning on getting a few small houses about the same size of the templates to begin with, make a small hamlet or farm

I was planning on the same. Also I am looking into Card stock buildings as the are generally cheaper
