Just bought a Monsk map, have questions
1. does the roads give any bonus for movement?
2. Can you move through the large holes in some buildings?
3. Can you shoot through the building holes?

Not Minsk questions
4. How far does the tank have to move in order to get the '1' movement?
5. If the shooter rolls a 5 and the target rolls a 6 does the 6 cancel the 5?

4 - There is no minimum distance. It just has to move to anywhere along the tail of the Measuring Arrow. See page 7 of the rule book.

5 - The target roll of "6" allows the target player to choose to cancel either a Hit or a Critical Hit. See page 11.

I had the same question as your 4., but just now saw the rule text "...Then pick up the tank and place it anywhere along the Arrow...". However it does not specify in what orientation you may place it, just "squared up against the Tail".
I take it this means you may make a 180 Spin at the end of the arrow and place your tank facing backwards after moving, or make a move and then place the tanks FRONT square against the arrow, as if the rear was spun out. This doesn't make much sense, but I guess the rules support these movements. I got my wife to play me (much begging), and she not knowing anything about war gaming/tabletops started making such moves with her panther to avoid being flanked by my two shermans. It worked very will with its higher initiative, but looked absolutely silly, making it technically impossible to ever flank it at lower initiatve. (she would drive trhough my two tanks, do a 180 behind them and face their rear to fire.)

About this, I use house rules :

1. road give +1 move, if all the moves the tank made are on the road.
2. large holes are considered as Ruins : normal move, but lost Fast.
3. yes, like through Ruins

New questions on the map
Does the arrow rule still apply when putting fortification on?
If all Tanks die by end of last turn and the only thing still left fighting is the bunker
Is its owner the winner?

The winner is the player who is satisfying their condition for victory. Since fortifications only exist in one scenario, that should be pretty easy to determine.
